A “Will Serve” letter from a water purveyor is an official document confirming the water utility has the capacity and willingness to provide water service to a specific construction project, subject to conditions like fees, agreements, and compliance with regulations, often required for building permits to show service availability. It acts as a crucial document for development, ensuring infrastructure capacity for domestic and fire flow needs, though it doesn’t guarantee future supply indefinitely.
WHAT TO SUBMIT
Construction Plans:
- Scope of Work/Project Data, Site Plan, and Floor Plan
- Email PDF documents to Service@rclwa.org or upload documents below.
Once the plans have been submitted to Rubio, payment is required for plan verification and approval. Payment can be made by Check or cash at our office, 583 E Sacramento St, Altadena, CA 91001. Or mail a check to our office.
- The processing time for the Will Serve Letter is 5-7 business days. The Will Serve Letter, time frame starts when the payment is received.
- The Will Serve Letter includes an acknowledgement that must be signed by the property owner of record in-person at the Rubio Cañon office. If the property owner is unable to appear, they can complete an authorization form allowing someone else to sign on their behalf. (Authorization to Sign Water Will Serve Letter form)
- Rubio Cañon will notify the listed contact once the documents are ready for pickup.
- The property owner will be responsible for providing these documents to the architect and/or designer
